512年、新羅の智証王の在位中、異斯夫（イサブ）将軍によって于山国（鬱陵島および独島一帯）が編入され、このことは『三国史記』に記録されている。
1451年、朝鮮の文宗の時代に編纂された『高麗史』には、独島と鬱陵島がそれぞれ「于山」および「武陵」として、韓国の領土に含まれることが明記されている。
1876年の江華島条約により、開港が行われた。開港後、鬱陵島および独島における日本側による不法操業の問題を受け、大韓帝国の高宗皇帝は1900年に「大韓帝国勅令」第41号を発布し、大韓帝国（朝鮮の後継国家）が鬱陵島の付属島嶼として独島を管轄するように定めた。
これが、独島が大韓民国の領土である理由である。
