Kaarel Vaidla and Abbad Diraneyya reported in early 2022 on a 2021-22 project to meet with many folks to envision Hubs. They inquired about needs, and found broad needs for (1) Knowledge exchange; (2) support for building capacity and skills, in context; (3) a formal entity to support convening, representation, partnership, and advocacy; (4) staff support to sustain consistency

Less frequently mentioned needs were these: technical infrastructure for Wikimedia communities and organizations; facilitation of conflict resolution between organizations; collaboration facilitation in a region or thematic area, or support for new initiatives, and legal support

  • (1) Key organizational knowledge is held by a few people, and can be simply lost if they leave; people keep reinventing the wheel; key knowledge isn't shared. What would help: centralized knowledge resources and documentation; distributed knowledge exchange and transfer across the movement
  • (2) For skills: need to support volunteers, e.g. through context-relevant training ; depending on the WMF for this isn't sufficient

(note to self: could add a Critiques and Challenges section: depend too much on Foundation which has changed direction and could again; we are leaving big funding on the table because we don't apply ; we are proposing an international, multi-lingual approach when a US chapter alone is so badly needed ; we do not have the skills and funding/support to do effective translation into Spanish, and we are creating great inefficiency and second-class citizens by attempting to do so ; small grants are a distractions from what needs to actually happen, e.g. big funding ; this proposal is too weak (though it can apparently achieve consensus))
