Promote and support off-wiki groups

Description	Various Wikimedia project groups and Affiliate groups have seen an expansion in popularity of Telegram, often replacing use of much older IRC groups and Facebook groups for support or advice, and in some cases are more active and multi-lingual than on-wiki Village pumps. There is no shared learning or strategy for running these as safe space groups, or ensuring that Wikimedia users know how to preserve or improve their anonymity using these communication methods.
